Even if Sierra lands Tracking Shot, D.Va can almost completely negate it with Defense Matrix. D.Va's high mobility and agility make it easy to pressure Sierra

Sigma

Even if Sierra lands Tracking Shot, Sigma can almost completely negate it with Experimental Barrier or Kinetic Grasp

Winston

Sierra lacks burst damage, so she can't quickly destroy Winston's Barrier Projector. While Sierra can escape with Anchor Drone, she is forced into a defensive position and tends to lose map control

Sombra

If Sombra ambushes Sierra before she has deployed her drone, Sierra has difficulty escaping because Anchor Drone takes time to activate

Ashe

Sierra's primary fire takes time to reach full accuracy, but Ashe repeatedly peeks, shoots, and retreats, making it difficult for Sierra to deal with her. Tracking Shot is also less effective against Ashe for the same reason

Cassidy

In a 1v1 situation, Cassidy's higher burst damage allows him to eliminate Sierra first. Cassidy's Flashbang also makes it difficult for Sierra to escape with Anchor Drone

Moira

Sierra's Tracking Shot can be cleansed by Moira's Fade. Moira can also easily dodge Sierra's ultimate

Kiriko

Sierra's Tracking Shot can be cleansed by Kiriko's Protection Suzu or Swift Step. Kiriko can also easily dodge Sierra's ultimate, and protect teammates with Protection Suzu

Doomfist

Sierra can dodge Doomfist's abilities using Anchor Drone. By capitalizing on the recovery frames after Doomfist's abilities, Sierra can land Tracking Shot to melt him down
